The Interreg NEXT VI-A Romania–Ukraine Programme 2021–2027 is funded by the European Union and co-financed through the national contributions of the participating countries. Approved by the European Commission in November 2022, the Programme supports the development and implementation of joint projects between organisations from Romania and Ukraine that address common challenges and contribute to the sustainable development of the cooperation area.
The Programme’s eligible area covers the Romanian counties of Satu Mare, Maramureș, Suceava, Botoșani and Tulcea, and the Ukrainian oblasts of Zakarpattia, Ivano-Frankivsk, Chernivtsi and Odesa.
The Programme is managed by the Ministry of Development, Public Works and Administration of Romania, acting as the Managing Authority.
The Secretariat of the Cabinet of Ministers of Ukraine acts as the National Authority for the Programme in Ukraine.
Applicants and beneficiaries are supported by the Joint Secretariat, hosted by the Suceava Regional Office for Cross-Border Cooperation, and by the Branch Offices hosted by the Regional Development Agency of Ivano-Frankivsk Region, the Regional Development Agency of Chernivtsi Region, and the Regional Development Agency of Odesa Region.
The Programme finances projects under three priorities:
Priority 1 – Environmental focus across borders, supporting climate change adaptation, disaster risk prevention and management, and biodiversity protection and conservation;
Priority 2 – Social development across borders, dedicated to the development of education and improving access to healthcare services;
Priority 3 – Cooperation at the border, aimed at strengthening the governance of cooperation, border crossing management and mobility and migration management.
Programme beneficiaries may include local, regional and national public authorities, public institutions, non-governmental organisations, education and research institutions, healthcare institutions, business support organisations, European Groupings of Territorial Cooperation (EGTCs), as well as other eligible public or non-profit organisations, in accordance with the conditions set out in the Programme and the documents governing each call for proposals.
